Central Road Fund (CRF)

Central Road Fund (CRF) is a non-lapsable fund created under Section 6 of the Central Road Fund Act, 2000 out of a cess/tax imposed by the Union Government on the consumption of Petrol and High Speed Diesel to develop and maintain National Highways, State roads (particularly those of economic importance and which provides inter-state connectivity), rural roads, railway under/over bridges etc.

The Union Government used to allocate funds for development of State Road to the respective State Governments under Central Road Fund (CRF) Scheme. Central Road Fund Scheme was constituted on 1 March 1929 during the then British rule by setting apart an amount of Rs. 2.64 paise per litre out of the Custom & Central Excise Duty levied on petrol for the development of the State Roads. The cess was increased from time to time to meet the challenges of accelerated funding requirement for all categories of roads in the country. A resolution on governing CRF was passed by the Parliament on 13 May 1988. The Central Road Fund was revamped further in 1998-99.

The Vision Of Vajpayee

But even after this program was revamped it did not have a statutory status. When the great visionary Sri Atal Bihari Vajpayee became the Prime Minister of India, his main focus was on roads. Along with the much talked Golden Quadrilateral and PMGSY, Sri Vajpayeeji was firm in his approach to give the CRF the much needed statutory status. This was done by the Central Road Fund Act enacted on 27 December 2000. This Act came into force with effect from 1 November, 2000. The Rules for disbursement of the fund to states were notified later on 10 July 2007. The implementing Ministries are Ministry of Rural Development, Ministry of Railways and Ministry of Road Transport & Highways.

Modiji’s Model

Within months after assuming office in 2014, the NDA government under the visionary Prime Minister Sri Narendra Modi had increased excise duty on both petrol and diesel and a substantial part of which is passed on for building roads.About 83% of the total allocation for road transport and highway ministry proposed in the Budget for 2016-17 will come from the increased fuel cess and user fee that commuters pay on tolled stretches, which is being seen as a sustainable mode of financing. Rough estimates show out of the Rs 58,000-crore allocation for the sector, about Rs 49,000 crore will come in the form of fuel cess and toll, the highest ever so far.

CRF Utilization in Uttara Kannada

The Central Road Fund scheme for the Uttara Kannada constituency, in a period of five years (2008-09 to 2012-13), has built a total of 333.53 kms of roads worth Rs. 162.72 crores. The following are the present work status and the upcoming works under this scheme.

1.Under the same scheme, a plan worth Rs. 1194.59 lakhs has been sent for approval related to 18 villages of Kumta taluk

2.Works under this scheme has been initiated related to 25 villages of Khanapur taluk worth Rs. 2881 lakhs along with 28 villages of Kittur worth Rs. 1312.33 lakhs.
