LADS Fund
Local Area Development Scheme provides a fund for each Parliamentary constituency to take up developmental projects in respective constituencies. Member of Parliament can recommend various developmental works but the execution lies in the hands of the respective district authorities. Government of India sanctions and releases the annual fund of Five Crore in two instalments to the district authorities thus MPLADS fund has three major stakeholders functioning concurrently.
The recommendations, allocation and expenditure of these funds are steered and navigated by stringent and rigorous guidelines. Implementation of the recommended projects lies in the hands of district authorities, who in turn are state government officials and act as nodal agencies for MPLADS which is directly funded by Central Government.
Lags on the Ground
The implementations of this scheme for Local Area Development sometimes turns out be tricky and challenging for various unforeseen hurdles. The official guidelines give the power to the district authorities to select the implementing agencies and to execute the project restricting MPs role just a approbative one. If the project unfortunately sometimes gets entangled in legal hassles, it may get halted. There are umpteen on the ground which sometimes leads to the under utilization of the demarcated and allocated fund for a Constituency. This results in some excess or unspent residual fund.
Re-directing and Re-routing
The MPLADS fund allocated for a constituency, if for numerous reasons, could not be utilized in optimum way, unspent residual reserve then could be used elsewhere for different welfare schemes in neighboring constituencies. These re allocations of the unspent amount are done upon efforts and requests by concerned Member of Parliaments who seeks additional funds for improvement of his constituency. Uttara Kannada Constituency received Additional MPLADS funds complimentary to the allocated regular funds, from other constituencies due to earnest and constant efforts.
