Will the Minister of RAILWAYS be pleased to state:
(a) whether a number of Railway development projects, started in the year 1974-75 have not been completed till date;
(b) if so, the details of such projects along with the reasons therefor, project-wise;
(c) the details of the major projects which could not be completed for more than 15 years along with their time and cost overruns;
(d) whether crunch of funds is the main reason for delay in completion of these projects and if so, the details thereof; a

HARI TO BE ANSWERED IN LOK SABHA ON 11.05.2016 REGARDING DEVELOPMENT OF RAILWAY PROJECTS
(a) & (b): No, Madam. Only one new line project viz. Howrah-Amta including Bargachia-Champadanga and Material Modification (MM) of ChampadangaTarakeshwar, Amta-Bagnan & subsequent MM for Janghipara-Furfura sharif which was sanctioned in 1974-75 that has not been completed. Howrah-Bargachia-Amta (43 Km) section of the project has been commissioned. In the remaining sections viz.
(i) Bargachia-Champadanga (32 Km),
(ii) Champadanga-Tarakeshwar,
(iii) MM works on Amta-Bagnan, &
(iv) Janghipara-Furfura sharif, work could not be completed due to non-availability of land.
(c): The details of ongoing major projects (New Line, Gauge Conversion and Doubling) sanctioned more than 15 years ago are as tabulated below

Financial crunch has been main reason for delay in completion of projects. The Government has enhanced outlay for Railway projects, arranged institutional financing and initiated Joint Venture Companies with States for mobilizing additional funds for speedier project execution.
(d) & (e): Crunch of funds is one of the main reasons for the delay in completion of projects. To expedite completion of projects, various steps taken/being taken by the Government for effective and speedy implementation of rail projects in the country are
(i) substantial increase in allocation of funds, and
(ii) additional funds by way of loan from Life Insurance Corporation of India for funding throughput enhancement projects. This has resulted in substantial increase in pace of execution of projects in the last two years.
