Standard of Education 

1289. SHRI ANANTKUMAR HEGDE:

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state :

(a) whether there is need to improve the Standard of Education from primary schools to University level;

(b) if so, the reaction of the Government thereto;

(c) whether the Government has received certain suggestions in this regard;

(d) if so, the details thereof along with the sources of said suggestions; and

(e) the steps taken by the Government to implement the said suggestions along with the time-frame set for the same?

(a) to (e): Improving the quality of education across all levels from primary to university level is well recognized and is a continuous and ongoing process. Several initiatives are undertaken to improve the quality of teaching and learning at elementary, secondary and higher education levels.

Presently, the Government is in the process of formulating a New Education Policy which is aimed at meeting the changing dynamics of the population’s requirement with regard to quality education, innovation and research, aiming to make India a knowledge superpower by equipping its students with the necessary skills and knowledge and to eliminate the shortage of manpower in science, technology, academics and industry. In the nearly year-long consultation process, across the 33 themes, suggestions have been received from various stakeholders including State Governments on the relevant themes for enhancing quality of education, namely, ‘Ensuring Learning Outcomes in Elementary Education’ ‘Reforming School Examination Systems’, ‘Revamping Teacher Education for Quality Teachers’ & ‘Schools standards, School assessment and School Management systems’ ‘Governance reforms for quality’, ‘Developing best teachers’ & ‘Improving the quality of regulation’. These suggestions have come through online discussions, expert driven thematic deliberations and through grassroots consultations held at villages, blocks, districts and State level. 

All the suggestions received have been passed on to the ‘Committee for Evolution of the New Education Policy’; constituted by the Govt. of India for drafting the New Education Policy (NEP).
