DATA ON VOCATIONAL TRAINING

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:

(a) whether NSSO has released data on vocational training and the data is not so encouraging since only 2.2% in the age group of 15-59 have received formal vocational training;

(b) if so, the details thereof;

(c) whether vocational training barely increased between 2004-05 and 2011-12; and

(d) if so, the details thereof and the manner in which the Government is going to revolutionize vocational training to achieve its goal of 550 million skilled people by 2022?

(a) to (d) The latest round of NSSO data (2011-12) suggests that 2.2% of the 15- 59 age groups have received formal Vocational Education. However, this data does not take not account the “receiving” category of formal Vocational Education which if included, would increase this percentage to 3.03%. Though, over a period of time, the volume and number of those receiving g formal vocational education has increased, in percentage term growth has been moderate. The Government has taken several major policy interventions and initiatives for creating a vibrant skill ecosystem in the country and scaling skilling with speed, standards and sustainability. This includes:-

(i) The National Policy for Skill Development and Entrepreneurship 2015 provides an umbrella framework to all skilling activities including skill development scheme/programme being carried out within the country.

(ii) National Skill Development Mission which seeks to converge, coordinate, implement and monitor skilling activities on a pan-India basis;

(iii) Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship programme for skill development in the country. So far more than 12.50 lakh youth have been trained/enrolled under the scheme in the current year.

(iv) Over the past year efforts have been undertaken to upgrade the curriculum of ITIs and strengthen industry linkages. 1100 new ITIs have also been added over the past year and the capacity of existing institutions has also been enhanced, with total enhancement of 1.72 lakh seats in ITIs.

(v) Strategic partnerships have also been undertaken between MSDE and other Ministries/Departments in the Central Government, to collaborate on scaling up skill training activities in specific sectors and leveraging existing infrastructure.

(vi) MSDE has also signed MoUs with Germany, UK, China and Australia, to scale up apprenticeships support, training of trainees, curriculum development, ensure benchmarking of standards and create Centres of Excellence in skill training across the country
