Will the Minister of AGRICULTURE AND FARMERS WELFARE कृषि एवं ककसान कल्याण मंत्री be pleased to state:

(a) the details of the current status and achievement of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) which is implemented in various States of the country;

(b) whether the Government has reviewed the implementation of the PMKSY recently, if so, the details thereof alongwith the outcome thereof;

(c) the details of the funds allocated by the Government to various States under the scheme during the current year, State/ UT-wise;

(d) whether it is a fact that several States have failed to utilise the funds allocated to them for implementation

(a) to (c): With the vision of providing end-to end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications, the Government has launched Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) on 01.07.2015. In order to operationalise the scheme:

i. Operational guidelines have been issued;

ii. National Steering Committee and National Executive Committees have been constituted;

iii. 153 officers, including Indian Administrative Service and Indian Forest Service officer in various states have been trained at six institutes for preparation of District Irrigation Plans (DIP);

iv. A common template for DIPs has also been developed and shared with the states/UTs;

v. A dedicated website for the scheme has been launched to make information available in public domain;

vi. Inter-ministerial meetings are being held on regular basis to ensure effective implementation of the scheme.

vii. Budget provision of Rs. 5300 crore has been made for implementation of PMKSY during 2015-16. The details of state/UT-wise funds allocated/released under various components of the scheme during 2015-16 are at Annexure. 

(d): Funds have been released under the component PMKSY (Per Drop More Crop) for micro irrigation during 2015-16 to 15 States namely Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Tamil Nadu, Telangana, Uttrakhand, Uttar Pradesh and Sikkim. All these States except Bihar, Maharashtra, Tamil Nadu, Uttrakhand and Uttar Pradesh have started utilisation of funds released to them for the aforesaid component under PMKSY.

(e): No such reports have been received.

(f): The scheme is in the initial stage of implementation and there is no proposal to modify the scheme at this stage
