GRAMEEN KAUSHALYA YOJANA

ANANT KUMAR DATTATREYA HEGDE 

(a) the salient features of Deen Dayal Upadhyaya Grameen Kaushalya Yojana;

(b) whether the Government has signed MoUs under the aforesaid scheme and if so, the details thereof;

(c) whether the Government also proposes to use large portion of funds of the National Rural Livelihood Mission for skill development and if so, the details thereof; and

(d) whether the Government has set any target for number of youths to be trained for skill development and under the scheme and if so, the details thereof?;

 a) to (d): A statement is laid on the table of the House. Statement referred to in reply to Lok Sabha Starred Question No. 372 for reply on 18.12.2014.

(a) The salient features of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), interalia are:

# Market-led, placement-linked training programme for rural youth undertaken in a PPP mode.

# Mandatory assured placement to 75% of the trained candidates.

# Focus on skilling of rural youth from poor families in the age group of 15 to 35 years.

# Placement with a minimum Salary of Rs.6000 per month or minimum wages, whichever is higher (after a three month training course).

# Post-placement support to candidates.

# 12 months industry internship skilling initiative for rural poor youth leading to domestic placement.

# MOU between Government and identified “Champion employers” for skilling courses with defined career progression path.

(b) As per available information, the Government has signed MoUs with four Champion Employers under DDU-GKY as below:

(a) M/s Amalgamated Bean Coffee Trading Co Ltd (Café Coffee Day)

(b) M/s Apollo Med Skills (Apollo Hospitals Group)

(c) M/s Manpower Group Ltd.

(d) M/s Shiva Shakti Bio-Technologies Ltd.

(c) According to the existing National Rural Livelihoods Mission (NRLM) guidelines, 25% of the annual allocation for NRLM is earmarked for skill development Projects under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). (d) The Government had set a target for training of 10.50 lakh youth under the DDU-GKY in the 12th Five year plan period.
