SOLID AND LIQUID WASTE MANAGEMENT

(a) whether the total capacity to recycle solid and liquid wastes is still only 18 per cent of the total waste generated in the country, if so, the details thereof;
(b) if not, the assessment of the Government in this regard; and
(c) whether the Government has prepared a work plan to enhance this capacity, if so, the details thereof?

(a) and (b) As per information from the Ministry of Urban Development, no assessment has been as carried out by Ministry of Urban Development on the total capacity of recycling of solid and liquid waste generated in the urban areas of the country
(c): Government of India has launched Swachh Bharat Mission on 2nd October, 2014 with a view to make India clean and open defecation free by 2019. Under the Swachh Bharat Mission for urban areas, solid waste management is one of the eligible components. Under the Mission, States are encouraged to promote segregation of waste into bio-degradable and nonbiodegradable components with the objective to increase the capacity of recycling and reuse and the implementing agencies are free to adopt any proven/ feasible technology for processing and disposal of municipal solid waste including its recycling.
For rural areas, the Ministry of Drinking Water and Sanitation had published a Technology manual on Solid And Liquid Waste Management for use of states which is updated from time to time. A Guidelines on Solid and Liquid Waste Management (SLWM) in rural areas has also been issued in 2014. The Swachh Bharat Mission (Gramin) also has a component of Solid and Liquid Waste Management, and the Mission envisages that states shall prepare and implement SLWM projects in each Gram panchayat of the Country within the next 5years.
