DECREASE IN TRADITIONAL WORKERS

(a) whether the number of youths working as traditional artisans and in cottage industries is decreasing in the country;

(b) if so, the details thereof along with the decrease in percentage in the number of such youths involved in the said sectors during the last two decades; and

 (a) & (b): Details of youths working as traditional artisans and in cottage industries is not maintained centrally. However, reliable estimates of employment and unemployment are obtained through labour force surveys on employment and unemployment conducted by National Sample Survey Office (NSS), Ministry of Statistics and Programme Implementation. As per the results of the recent surveys conducted during 2009-10 and 2011-12 total employment increased from 46.55 crore to 47.41crore persons and the sector-wise estimates of growth of employment are given below:

 The Ministry of Micro, Small & Medium Enterprises has been implementing a credit-linked subsidy programme named Prime Minister’s Employment Generation Programme (PMEGP) since 2008-09 with Khadi and Village Industries Commission (KVIC) as nodal agency at the national level for generating employment in the Country by setting up of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth.

 (c): Government has taken various steps for generating employment in the country like encouraging private sector of economy, fast tracking various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP) run by Ministry of Micro, Small & Medium Enterprises, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) scheme run by Ministry of Rural Development and National Urban Livelihoods Mission (NULM) run by Ministry of Housing & Urban Poverty Alleviation.
