E -WASTE MANAGEMENT

(a)the number of recyclers/authorized dealers of e-waste in the country, Statewise;

(b)whether the number of recyclers/ authorised dealers in the country are adequate and possess the required expertise for disposal/management of e-waste in the country, if so, the details thereof and if not, the reaction of the Government thereto;

(c)whether cases of violation of e-Waste (Management and Handling) Rules, 2011 by recyclers/authorized dealers have come to the notice of the Government since the said Rules came into force; if so, the details thereof and the action taken by the Government thereon;

(d)whether instances of contamination on land, water and soil on account of improper handling/recycling of e-waste has been reported/noticed; and

(e)if so, the details thereof and the corrective steps being taken in this regard?

 (a)As per the information furnished by Central Pollution Control Board, there are one hundred forty six (146) registered dismantlers / recycler of e-waste in the country. These recyclers/dismantlers are distributed across the states of Andhra Pradesh, Chhattisgarh, Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.

(b)The total installed dismantling and recycling capacity for e-waste is 3, 82 054 MTA. Registration to the dismantlers and recyclers are granted by State Pollution Control Boards/Pollution Control Committee only after ensuring that dismantlers and recyclers have installed environmentally sound dismantling and recycling facilities.

(c)As per the information furnished by CPCB, no violation has been reported under the rules till July, 2014.

 (d)&(e)As informed by CPCB they received the report of unauthorized dismantling /recycling of ewastes resulting in contamination of land water, and soil of the Loni area (Amit Vihar, Behta Hazipur & Rahul Garden). On the basis of inspection, CPCB had issued direction under section 5 of E (P) Act, 1986 to Uttar Pradesh Pollution Control Board for immediately stopping of these unauthorized dismantling /recycling. UP Pollution Control Board has reported that five such units involved in unauthorized recycling of e-waste have been demolished and 700 litres of chemical and acids have been confiscated and destroyed.
