GARBAGE IN CITIES

(a)whether the Government has made any assessment with regard to the garbage being generated in various cities in the country;

(b)if so, the details of such cities, State-wise; and

(c)whether the Government proposes to launch/has launched any special scheme to facilitate collection and disposal of garbage in such cities along with the total amount sanctioned in this regard?

 (a) & (b):The Central Pollution Control Board (CPCB) through National Environment Engineering Institute (NEER) studied Municipal Solid Waste (MSW) Management in 59 cities/towns including metro-cities and capital towns during 2004-05. The data of MSW generation in 59 cities/towns are enclosed at Annexure-I. The CPCB has further collected information through State Pollution Control Boards (SPCBs)/Pollution Control Committees (PCCs) on quantity of MSW generation, collection and treatment and the details are at Annexure-II. (c): The Government has launched Swachh Bharat Mission for Urban areas on 2nd Oct, 2014 which inter-alia aims to achieve the objectives of 100% collection and scientific processing/disposal/ reuse/recycle of Municipal Solid Waste for all 4041 statutory town in the country as per census 2011. The total cost estimate for the Mission is Rs. 62,009 crore out of which the Central Governments contribution amounts to Rs. 14,623 crore. The funding pattern between the Central Government and the State Government/ULB is 75%:25% (90%:10% for North Eastern and special category states). The gap in financing in components for household toilets, community toilets, public toilets and solid waste management projects could be met by the beneficiary contribution, private funding, funds with private companies under Corporate Social Responsibility (CSR) and the Swachh Bharat Kosh of the Ministry of Finance.
