IMPACT OF CLIMATE CHANGE

(a) whether the increase in temperature globally is affecting the climate of India and adversely affecting the flora and fauna including the human beings;

(b) if so, the details thereof and the reactions of the Government thereto;

(c) whether the Government proposes to devise short-term and long-term measures to tackle the impact inadvertent climate change;

(d) if so, whether the Government has formulated any plan in this regard; and

(e) if so, the details thereof?

 (a)and (b) The fifth Assessment report (AR5) of Intergovernmental Panel on Climate Change (IPCC) published in 2014 has reported that the globally averaged combined land and ocean surface temperature data as calculated by a linear trend, show a warming of 0.85 °C over the period 1880 to 2012. Changes in climate have caused impacts on natural and human systems on all continents including India and across the oceans. Increasing magnitudes of warming increase the likelihood of severe, pervasive, and irreversible impact on substantial species extinction, regional food security and human health mainly by exacerbating health problems. Government has taken note of the findings of the report.

(c) to (e) Government has released the National Action Plan on Climate Change (NAPCC) on June 30, 2008, with a view to address climate change effectively. NAPCC includes eight National Missions in specific areas of energy, habitat, water, forestry, agriculture and sustaining Himalayan ecosystem. All state governments are also preparing State Action Plan on Climate Change to address the state specific priorities.
