UNEMPLOYMENT

(a)whether the rate of growth of unemployment both in organised and unorganised sector in the country has increased significantly over the years;

(b)if so, the details thereof and the reasons therefor indicating the annual rate of increase in employment vis-à-vis increase in generation of employment Opportunities during the last three years and the current year, sector-wise; and

STATEMENT REFERRED TO IN REPLY TO PARTS (a to c) OF LOK SABHA STARRED QUESTION NO. 292 BY SHRI PREM SINGH CHANDUMAJRA AND SHRI ANANTKUMAR HEGDE REGARDING UNEMPLOYMENT DUE FOR REPLY ON 28.7.2014.

(a)Estimates of employment and unemployment are obtained through labour force surveys conducted by National Sample Survey Office (NSSO). Last such survey was conducted during 2011-12. As per results of the last three surveys, the unemployment rate on usual status basis was estimated at 2.3 percent, 2.0 percent and 2.2 percent during 2004-2005, 2009-2010, and 2011-2012 respectively in country.

(b) Details of broad sector-wise employment and annual growth rate during the last three periods are given below:

(c) To address the unemployment issues, the Government runs various public employment generation schemes like Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Swarna Jayanti Shahri Rozgar Yojana (SJSRY), Prime Minister`s Employment Generation Programme (PMEGP), and National Rural Livelihood Mission (NRLM). In addition, the government is promoting labour-intensive manufacturing and increasing employment opportunities by promoting tourism and agro-based industries. The 12th Five Year Plan projects 5 crore new work opportunities to be generated in the non-farm sector and skill certification to equivalent numbers. National Skill Development Agency has been set up to coordinate action among Central Ministries in this context. It has also been decided to use at least 10% of Special Central Assistance to Tribal Sub-Plan (SCA-SCP), Multisectoral Development Programme funds and 5% of Border Area Development Programme funds for skill development and enhancing employability of youth. To improve exchange of employment related information in the labour market, the Government has also decided to convert the Employment Exchanges into Career Centres in collaboration with the State Governments for providing counseling services to the students and job-seekers along with other employment related assistance. The Government is also reviewing apprenticeship scheme to enlarge participation of small and medium industries so as to enhance employability of youth in the country.
