EXTERNAL LINKS OF TERRORISTS

(a) whether the Government is aware that terror links are connected with the neighbouring countries and their Governments give patronage to them;

(b) if so, the details thereof;

(c) whether centres of anti-India activities have been established in the neighbouring countries which also have become sources of illegal weapons and smuggling of fake currency into the country;

(d) if so, the details thereof and the reaction of the Government thereto; and

(e) the efforts made by the Government to repatriate the perpetrators of terrorist activities in the country including those involved in the Mumbai terror attacks ? Will the Minister of HOME AFFAIRSbe pleased to state:-

(a) to (e): A Statement is laid on the Table of the House. STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO.174 FOR 17.12.2013.

(a) to (d):As per the available intelligence inputs, militants/terrorists active in India are often supported and funded by their parent outfits based abroad, particularly in Pakistan, in terms of shelter, training, weapons and finance. The existing statutory and legal structure provides adequate provisions to deal with funding of terrorism. The primary legal regime for countering terrorist financing is the Unlawful Activities (Prevention) Act, 1967 (UAPA). To further strengthen the existing enforcement structure, the NIA Act was passed in 2008 with a specific mandate to deal with all activities criminalized under UAPA including terrorist funding. NIA has created a Cell (Terror Funding and Fake currency Cell) for countering this menace. Further, under the Prevention of Money Laundering Act 2002 (PMLA), the banking companies, financial institutions and intermediaries of securities market submit Suspicious Transaction Reports (STR) to Financial Intelligence Unit – India (FIU-IND). FIU-IND analyses and disseminates the STRs to the relevant law enforcement and intelligence agencies. In order to counter the anti-national/separatist activities, there exists a very close and effective coordination amongst intelligence agencies at the Centre and the State levels to monitor the activities of terrorist organizations. Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and security intelligence inputs are shared with the concerned States through the established mechanism, which ensures close coordination and sharing of intelligence and seamless flow of information between the States and the Central Security and Law Enforcement Agency. This has resulted in busting of many terror modules, thus neutralizing major terror attack plans.

(e) The perpetrators of terrorist activities are proceeded against and prosecuted under provisions of relevant statutes as per Law. Thus, the question of their repatriation does not arise.
