ROYALTY ON SEEDS
6160. SHRI ANANTKUMAR HEGDE:
Will the Minister of AGRICULTURE AND FARMERS WELFARE कृष एवं कसान कयाण मंी be pleased to state:
(a) whether foreign seed companies are charging additional amount in the form of royalty in addition to the price of seeds;
(b) if so, the details thereof;
(c) the details of the foreign companies which are charging royalty from the farmers on the sale of seeds;
(d) whether any norms have been prescribed by the Government to fix the rate of royalty for seeds; and
(e) if so, the details and the percentage of royalty in the original selling price of the seeds?

(a) to (e): No, Madam, but for Bt. Cotton seeds there is a practice of charging of trait value by the technology provider companies. To regulate the price of Bt. Cotton seeds for the benefit of farmers, Government has notified Maximum Sale Price of Bt. Cotton Seeds as Rs.635/- (with zero trait value ) for BG-I and Rs.800/- (with Rs.49/- as trait value) for BG-II cotton seeds per packet of 450 gms for the Kharif 2016-17 and Kharif 2017-18 seasons.
