BIDDING PROCESS FOR POWER PROJECTS 

(a) whether the Government has made any changes in the bidding process to be made by the Private sector companies for the construction of maor power proects in the country; 

(b) if so, the details thereof and the reasons therefor; 

(c) whether the said changes are also likely to affect the common consumers; and 

(d) if so, the details of the said impact? 

 

ANSWER

(a) : No, Madam. As per the Electricity Act, 2003, generation is a delicensed activity. The Government has not made any guidelines for construction of maor power proects by the private sector companies in the country through bidding process. However, under Section 63 of the Electricity Act, 2003, the Ministry of Power issued guidelines for procurement of power by distribution licensees through competitive bidding for long-term (for a period of seven years and above) & medium-term (eceeding one year and up to seven year) on 19th January, 2005 and amended it from time to time. On 15th May, 2012, Ministry of Power has also issued Guidelines for procurement of Power by distribution licensees for short term (for a period of less than or equal to one year).
