DELHI GURGAON EPRESSWAY 

(a) whether the National Highways Authority of India (NHAI) and Delhi-Gurgaon Expressway operator DS Constructions have agreed for an out-of-court settlement on the toll road dispute; 

(b) if so, the details thereof alongwith the agreement signedsettlement made in this regard; 

(c) whether the decisions taken as per the said settlement have been acted upon;

  (d) if not, the reasons therefor; and 

(e) the action being taken by the Government in this regard?

ANSWER

(a) to (b) Yes, Madam. A Memorandum of Understanding (MoU) between NHAI, concessionaire & lenders was signed before the Honble High Court of Delhi on 1.09.2012 and the relevant details of MoU are placed at Annexure.   

(c) to (e) The concessionaire is yet to implement the decisions envisaged in MoU despite having given firm commitment that it shall execute and complete the overlay work of the Highway along with road markings and road signs by January 2013 at its own cost; apart from various other measures to reduce the sufferings of the public, as also detailed in the Annexure. The matter is being pursued by NHAI for early implementation by the concessionaire.
