REPORT OF INTERLOCUTORS

(a) whether the group of interlocutors constituted by the Government for Jammu and Kashmir have submitted any reports;

(b) if so, the details of the recommendations made in its reports alongwith progress of the initiatives;

(c) whether the Government has announced any plan for J & K in the recent past; (d) if so, the details in this regard; and

(e) the extent to which the situation have improved after the implementation of said plan in the State?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS

 (a) & (b): Yes Madam. The Group of Interlocutors has made a number of recommendations in the nature of confidence building measures. These recommendations have been sent to the concerned authorities.

(c) to (e): The Government approved the following eight point plan to restore peace in Jammu & Kashmir in October, 2010:-

(i) Appointment of interlocutors for dialogue.

(ii) Release of students, youths detained for stone pelting.

(iii) Review the cases of all PSA detenues.

(iv) Review the deployment of security forces in the Kashmir valley;

(v) Ex-gratia relief to the families of the deceased persons at Rs. 5.00 lakh per person killed in the civil disturbances since June 11, 2011;

(vi) Appointment of special task forces to examine developmental needs of Jammu and Ladhak regions.

(vii) Reopen all schools, colleges, universities and other educations institutions.

(viii) Provide Additional Central Assistance of Rs.100 crore to the State Government.

After the visit of All Party Delegation to J&K from 21-22nd September, 2010 and subsequent announcement of the 8th Point Plan by the Government, the law and order situation in Kashmir Valley has improved considerably.
