FOOD PROCESSING INDUSTRIES

Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:

(a) the details of micro, small, medium and big food processing units/industries functioning in the country, State-wise and their contribution to the country’s economy;

(b) whether the Government has received several proposals from the states including Maharashtra and Odisha for setting up food processing industries/units including milk processing units and if so, the details thereof along with the number of proposals accepted and pending and funds, facilities and raw materials provided for the purpose during the last three years and the current year, State-wise;

(c) whether the works of upgradation and expansion of food processing industries in various parts of the country have been carried out during the said period and if so, the details and the outcome thereof;

(d) whether the Government has undertaken Research and Development (R&D) projects for the development of food processing industries in the country, if so, the details and outcome thereof along with the funds allocated for the purpose during the 12th Five Year Plan; and

(e) the steps taken by the Government to exploit the full potential of the food processing sector in the country?

(a) As per Annual Survey of Industries 2013-14, the total number of food processing units registered in the country was 37,445. The state-wise details are given in Annexure I.

(b) & (c) Under the Scheme for Technology Upgradation/ Establishment/ Modernization of Food Processing Industries financial assistance is provided in the form of grant-in-aid to entrepreneurs @ 25% of the cost of Plant & Machinery and Technical Civil Works subject to a maximum of Rs. 50 lakh in general areas or 33.33% subject to a maximum of Rs. 75 lakh in difficult areas. The committed/spillover liabilities of 11th Plan are being liquidated during 12th Plan under the scheme. The state-wise details of financial assistance, provided for setting up, expansion and upgradation of food processing industries in the country including Maharashtra and Odisha during last three years and the current year are given in Annexure II.

(d) Under the scheme “Research & Development in Food Processing Sector” all Universities, IITs, Central/ State Government Institutions, Government Funded Organizations, R&D laboratories and CSIR recognized R&D Units in private sector are eligible to receive financial assistance for R&D projects so as to develop cost effective technologies for the food processing sector. Under the scheme, 113 R&D projects have been assisted by the Ministry during the 12th Plan. Funds allocated for the 12th plan is Rs. 39.70 crore.  

(e) To exploit the full potential of the food processing sector in the country Ministry is providing financial assistance under the Central Sector Schemes for promotion and development of food processing sector in the country. These are (1) Scheme for Mega Food Parks (2) Scheme for Modern Abattoirs (3) Scheme for Integrated Cold Chain and Value Addition Infrastructure (4) Scheme for Creation/Expansion of Food Processing and Preservation (5) Scheme for Quality Assurance (6) Scheme for Human Resource and Institutions. Farmers, Farmer Producer Organizations, Individuals, Group of Entrepreneurs, Cooperative Societies, Self Help Groups, NGO’s, Central/ State PSU etc. are eligible to avail financial assistance under these schemes for setting up food processing industries in the country. The detailed guidelines of these schemes having the pattern of financial assistance, eligibility criteria, procedure for approval of projects etc. are available on the Ministry’s website at www.mofpi.nic.in
