DELHI GURGAON EXPRESSWAY PROJECT

(a) whether 25% of the expenditure incurred on the construction of Delhi-Gurgaon Express Highway project has been recovered from the users as toll tax till September, 2010;
(b) if not, the facts in this regard;
(c) whether the Government has decided to continue this system of charging toll tax on the said road for the next 20 years;
(d) if not, the facts in this regard; and
(e) the total amount likely to be recovered as toll tax during the said period?

(a) & (b) The project has been implemented on Public Private Partnership (PPP) basis on Build, Operate and Transfer (BOT) mode. The total collection from users from 24.01.2008, the Commercial Operation Date (COD) till 31.10.2010 is Rs. 412 crore, as reported by the concessionaire to NHAI. Since the construction cost has been incurred by the concessionaire, it is not possible to indicate the percentage of toll collected vis-a-vis construction cost of the highways.
(c) & (d) As per the concession agreement, the concessionaire is entitled to collect toll till 2023.
(e) No such estimate has been made by the Government.
