TRAINING TO PANCHAYAT MEMBERS IN WASTE MANAGEMENT
2677. SHRI ANANTKUMAR HEGDE:
Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) whether the Government has formulated a scheme to impart training to members of Panchayats across the country for processing and management of waste;
(b) if so, the details thereof along with the outlines of this training scheme formulated by the Union Government; and
(c) the targeted time by which Panchayat members across the country are likely to be imparted training under the said training scheme?

(a) to (c) Under the “Capacity Building- Panchayat Sashaktikaran Abhiyan” component of Rashtriya Gram Swaraj Abhiyan (RGSA) scheme (erstwhile Rajiv Gandhi Panchayat Sashaktikaran Abhiyan), the Ministry of Panchayati Raj has provided financial assistance to the States for the capacity building and training of different stakeholders of Panchayati Raj Institutions (PRIs) on various topics including sanitation and waste management. The States are providing trainings to members of PRIs on regular basis. During the current year, the States of Assam, Goa, Gujarat, Odisha, Telangana, Tripura and Uttarakhand have accessed funds for such trainings. The training proposals of the States received as part of the annual plans are appraised and funds sanctioned. This Ministry is also organising a capacity building programme of Sarpanchs and Panchayat Secretaries of eight States from 30th November to 2nd December 2016 at Delhi which includes a component on sanitation and waste management. Imparting training to the Panchayat members is a continuous process and no particular targeted time has been fixed.
