TARGET FOR CONSTRUCTION OF NATIONAL HIGHWAYS

(a)whether the target for construction of 20 kilometres of National Highways per day and 7000 kilometres in a year is likely to be met;

(b)if so, the details thereof;

(c)whether the requirement of funds for meeting the said target has been worked out and sources of finance identified/funds mobilised;

(d)if so, the details thereof; and

(e)the steps being taken/proposed to be taken to meet the rising cost of road construction and implement the projects without delay including award of contract on time?

ANSWER

 THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI R.P.N. SINGH)

(a) & b):The implementation of NHDP is being accelerated significantly to meet the target fixed. In the year 2009-10 NHAI has completed 2022 km up to 31-01-2010 as against the target of 3165 km.

(c) to (e):Yes Sir. The B. K. Chaturvedi Committee has estimated that NHAI may require to borrow Rs. 1,91,948 crore during the implementation period with a peak liability of Rs. 71,449 crore. The financing plan as per the B. K. Chaturvedi Committee report has been accepted by the Government with the proviso that the financing plan from 2010-11 onwards would be considered by the Empowered Group of Ministers (EGoM) for further action for implementing the projects without delay. In order to remove delays in award of contracts changes in procedure, documentation etc. of the award process have been initiated.
