TRAINING OF PERSONNEL
(a) whether the Government has any proposal for training of its personnel in premier management institutes of the country at Government expenses;
(b) if so, the details thereof;
(c) whether there has been an increase in the number of Government employees thus trained have left the service and joined the private sector;
(d) if so, the reasons therefor; and
(e) the steps taken/proposed to be taken by the Government in this regard?

(a) to (e): The Government has already been nominating civil servants for various training programmes in public policy conducted by premier institutions in India which inter alia include premier management institutes also. The Government had started nominating civil servants for training in public policy programmes at Indian Institute of Management, Bangalore since 2002-03, TERI School of Advanced Studies, New Delhi and Management Development Institute, Gurgaon since 2006-07 and Indian Institute of Management, Ahmedabad in 2007-08. Officers attending such training programmes are required to furnish a bond to serve the government for a period of three years on their return to duty from such training.No case of breach of aforementioned bond has been brought to the notice of this Department.
